World traveler and teacher Lance Johnson studies cultural differences and the difficulties foreigners (even Americans!) have understanding crazy America, as some call it. This includes the multitudes of foreign-born, naturalized citizens who have lived in the U.S. for years and still struggle with the ways and the language. A foreigner could also be a first-generation American whose immigrant parents did not fully expose their children to American culture and they now pay the price in mainstream U.S. There are lots of other examples, too.  Throw in foreign students, those who would like to become foreign students, those who would like to open a business in the US or do business with Americans--either in the US or oversease, and you have a very wide audience indeed. The language chapter has special value for ESL (English as Second Language) students everywhere.

Each of the 26 chapters’ brush strokes contributes to the final painting of what America is all about. For ease of understanding, the chapters are grouped into four sections. (The sections are available as individual books as well.)

Do you want to know why terrorists bombed the Moscow airport in February 2011?
The Insurgency in Chechnya and the North Caucasus, From Gazavat to Jihad (Praeger, 2011) is a "must read" for those who are looking for answers about how to stop the brutality and violence in Southern Russia and learning more about the ongoing insurgency in Chechnya and the rest of the North Caucasus.

A wise man once said: "humanity's greatest need is not for money but for more understanding." In his introduction on page 6, Schaefer points out how much money the Russians will spend over the next four years to fight the insurgents in Chechnya alone, and yet, he makes the point clearly throughout the rest of the book that successful counterinsurgency campaigns first of all require a deep understanding of insurgency practice and doctrine followed by detailed historical and cultural knowledge of the region and its people.

Money doesn't fix problems; knowledge solves complex issues like the fighting in Russia.

Although Schaefer's book should be read by everyone following the conflict - or who simply want to know more about the terrorism, the enforced "disappearances" of civilians, why the 2014 Sochi Olympics will be in danger, or how insurgency and counterinsurgency work overall, the people who REALLY need to buy, read, and re-read this book are the who are still fighting battles (yet losing the war) against the insurgents along their southern border.

“Free Trade Doesn’t Work”
That’s the title of a new book by Ian Fletcher. (I came across it as a sponsored link in a Google search.) There are a number of different reasons people criticize free trade, so I was curious to see what exactly he had in mind. I asked him for a copy of the book so that I could review it on the blog, and he was kind enough to send one.

(Spoiler alert: If you don’t feel like reading to the end to see what he is proposing, it’s for the U.S. to impose an import tax, of about 30%, on all foreign goods and services).

As a preliminary point, let me just note that the book is mainly about tariffs and quotas. There’s not much about IP, labor rights, investor-state and similar recent additions to trade agreements. (Although, as indicated in the spoiler, services, another recent addition, is covered).

Now to the substance. The first four chapters contain a number of critiques of arguments and policies the author doesn’t like (including bad arguments for and against free trade). I’m going to start with Chapter 5, which deals with comparative advantage. Given the nature of the book (i.e., one that is critical of free trade), I was pleasantly surprised that he did a pretty good job of setting out this concept and explaining why it serves as an important basis for the free trade view. He acknowledges its value, and criticizes those who dismiss it out of hand. (In fact, this part was so good it could be used in a pro-free trade book!) However, he then identifies a number of “flaws” with comparative advantage. I’m just going to deal with one of these. (Otherwise this post would become far too long -- it’s already quite long as it is.)

To illustrate what he considers to be one flaw in the theory of comparative advantage, he asks, “What if a nation’s exports are unsustainable?” For example, a country may be exporting non-renewable natural resources, if this is where its comparative advantage lies. This will, he contends, maximize short-run efficiency at the expense of long-term prosperity. To deal with this problem, he notes, you would have to tax or restrict such exports, which is “not free trade.”

I hear this issue raised now and then in various contexts. However, I’m not convinced there is much to it. It is certainly true that, in most cases, you would not want to use up all your natural resources. But I don’t think the theory of comparative advantage requires you to do so. Even for free traders, comparative advantage is not the only basis for policy making. A country might have a comparative advantage in slaves, but it wouldn’t engage in slavery because we believe slavery is wrong. Similarly, if you have a comparative advantage in a particular natural resource, you don’t have to extract/produce it. If you want to deal with the threat of using up your resources, and you want to do it in a way that is consistent with “free trade,” just restrict their production, not their export. Doing it this way is likely to be permissible under trade rules. (There are some arguments you could make that production quotas violate trade rules, but my sense is most people don’t find these arguments very convincing). So, I’m not sure I see how the issue of non-renewable natural resources is a flaw in the theory of comparative advantage. It’s just a policy issue to be dealt with outside the context of trade.

Going further with comparative advantage, we now get a foreshadowing of the core idea of the book. He says that a nation’s wages are determined by its productivity in sectors where it has a comparative advantage. What he means by this, in essence, is that you would rather have a comparative advantage in high-wage industries. So, for example, it is better to have your comparative advantage in making airplanes than in cutting hair.

At this point, he takes us through a bit of free trade history. He explains that the British only became free traders after they used protection to establish themselves as the leading producers in industries such as wool-making. Similarly, the U.S. and Japan also used protection to develop their industries.

I don’t disagree with his contention that these three countries, and also other developed countries, were quite protectionist during their development period. I do, however, question whether this protection was the cause of their development. Speaking very generally, it seems to me that all countries have been fairly protectionist, at various times and in various industries. However, not all have developed. As a result, I’m not sure it’s sufficient to identify a correlation between protection and development in some countries and claim that this demonstrates cause and effect. To his credit, he does have an explanation of why protection worked better in East Asia than in Latin America, an issue which I’ve seen some critics of free trade overlook. (P. 202) However, one of his points here was that perhaps Latin America did not emphasize education enough, which, if true, suggests to me that education may be more important for development than protection.

In addition, I’m not sure that a comparison across eras has much value. It is true that the U.S. protected its domestic industries from their British competitors. But today, it might make more sense to offer your country up to a foreign company as a place to invest, instead of protecting domestic competitors. Why spend years with inefficient domestic industries when you could have a foreigner come over and build a state of the art factory tomorrow? That wasn’t an option for the U.S. in the 19th century, but it is for developing countries now.

Next up, in Chapter 8, he bashes the WTO, NAFTA and other trade agreements. This part seems to reflect criticisms of people like Lori Wallach and Dani Rodrik. Most readers are probably familiar with these arguments, so I’m going to skip them.

In Chapter 11, we get back to his key point, which is that it is better to have a comparative advantage in some industries than in others. He says you want industries with “increasing returns” (for a given increase in inputs, returns go up by more than the increase). And how do we achieve that? He proposes a “natural strategic tariff.” As an example of this, he suggests “a flat tax on all imported goods and services” as the best approach. He mentions a figure of 30%.

What he likes about this approach is that industries differ in “sensitivity and response to import competition.” Thus, a 30% tariff would not be enough to cause apparel production to come back to the U.S., as our competitiveness in such industries is far behind that of other countries. However, it would be enough to cause high-tech products like semiconductors to come back (as we are much closer there), which is great because these are the kind of increasing return, high-wage industries we want.

All right, that’s the crux of his argument. Now for some of my responses.

First off, let’s just ignore the WTO, NAFTA, etc. violations inherent in his proposal. He’s not interested in that part. Let’s just talk policy.

I’m going to start with a positive. There is one thing I like about his proposal: Because it is a flat rate for all goods/services, it removes the discretion a government has to give higher tariffs to some industries (often based on the effectiveness of their lobbying). I’ve always seen this as a huge flaw in the current system (and I very much like Chile’s one tariff rate approach).

But aside from that, not surprisingly, I have some concerns. I’m not going to go through them all, though, but rather just pick out some favorites I want to talk about. (Readers should feel free to add other thoughts in the comments).

One big concern I have is on competition within specific protected industries. Won’t taxing foreign competition at such a high rate turn many industries into domestic oligopolies? On p. 244, he suggests that domestic companies actually compete more intensely against each other than against foreigners. I’m pretty skeptical of this point. Unfortunately, it may be difficult to prove one way or the other empirically. But logically, it makes no sense to me. How is fewer competitors better? Imagine if there were no cars made by foreign-owned producers sold in the U.S. Wouldn’t U.S. consumers be considerably worse off if the U.S. auto makers had been competing only against each other all these years? Is there any doubt we’d be seeing more expensive, lower-quality cars?

A second big concern is the foreign response, which I think he vastly underestimates. He goes through some possible responses foreign governments might have -- such as subsidies, currency devaluation, and retaliatory tariffs -- if the U.S. were to adopt such a tariff but dismisses them pretty quickly. For example, with tariffs, he notes that foreign countries would probably raise their tariffs “somewhat,” but the process would not “get out of control.” Indeed, he suggests it might even cause them to lower some of their own barriers, if, after the strategic tariff is imposed, lower U.S. tariffs are subsequently offered as an incentive for them to lower their barriers. (P. 246)

In reaction to this, let me point out first that it’s hard to predict how our trading partners would respond to such a policy. It is extremely unlikely it would ever be adopted, so not many people have given a response serious consideration. But I’ll give it a shot anyway.

I know it is commonly said (and the author implies at various times) that most other countries are more protectionist than the U.S. (and thus in part this “natural strategic tariff” would just counterbalance foreign protectionism). But regardless of who is most protectionist, there is a good deal of support for relatively free trade in much of the developed world. As a result, I don’t think the response would be anything like he hopes. If I had to guess here, I think much of the rest of the world would band together in a free trade agreement of their own, and let us go our own way. More specifically, it seems to me that a possible response by the rest of the world (and especially the EU, Japan and other developed countries) would contain two elements:

-- impose an identical 30% tariff on all U.S. goods and services.

-- form a free trade agreement amongst themselves.

Now, in the 1950s or 1960s, his argument about the foreign response might have been more plausible. But today, the U.S. market, while very important, may not command the same power it once did. There are a lot of other markets in which to sell, and many foreign companies might be happy to have U.S. companies at such a disadvantage in their own markets.

To my way of thinking one of the greatest tragedies of modern American politics has been the increasing polarization on a wide range of issues which focuses more on who is right rather than what is right and in the public interest. Nowhere is this truer than in the realm of environmental policies. We endlessly debate issues which have grave importance for the future only paying heed to the demagogy of the left or right and ignore the true moral, historical and scientific issues at hand.

The author of this book is Stewart L. Udall, a distant cousin a couple times removed from me on my father’s side. He was a Democrat (I know! I have relatives who are donkeys!), and JFK’s Secretary of the Interior. This book has had a profound impact on the way that many Americans think and feel about the environment. For this reason I am writing a review of it by itself rather than with a companion book like usual for my blog. I think it is important enough that it needs to be considered on its own.

The book chronicles the history of the United States from the perspective of the land. The first period is the era of contact between Native Americans and the European settlers and the contrast between their respective views of the land. To the Natives the land was something owned by everybody in the same way as the ocean, air, sky and stars were the property of no single individual. To the Europeans, however, land ownership was the entire basis of their society and, for the English especially, the entire reason for their being in America.

This land ownership, however, was fundamentally at odds with the Native concept (and indeed the older medieval concept of land ownership in Europe) which stressed the claim of future generations on the land and allowed for the use, but not abuse, of the resources available from the land. I could elaborate on the late medieval/early modern shift in concepts about ownership, but I will spare all of you this lesson for now!

This new concept of land ownership was coupled with a new idea arising from the sheer size and overwhelming wildness of the American continent which Udall calls the “myth of superabundance.” In short the idea is that there are so many buffalo, beaver and deer, so much fertile soil and forests and so many mineral deposits that conserving them was counterproductive and uncompetitive. The final critical element added to this mix was the rugged individualism which helped to create the essential elements of American democracy but also contributed to a lack of civic mindedness among some classes. Thus the few who made massive fortunes at the public expense were often seen as good examples rather than the pillagers of the future that they were.

Gradually some people began to see that this system was unsustainable and ethically lacking. Diverse characters like Davie Crockett, Ralph Waldo Emerson, Daniel Boone, and other began to see the effect on the land that our unthinking policies were having. Eventually as we began to have massive extinctions on our own soil (there were more than five billion passenger pigeons in the United States at the beginning of the nineteenth century, but shortly before the start of the twentieth century the last surviving member of the species died in a zoo in Ohio), and people like Audubon and other conservationists and scientists began to take action. Eventually people like Teddy Roosevelt were able to make political gains in breaking up the Iron Triangles (a political science term for the relationship between business, regulation agencies and congressional committees which all deal with a particular subject and often scratch each others backs) which had allowed so much of this legal pillaging to happen.

Now as a country we have made a good start, but there is still a lot to do. The balance between using resources and preserving land is a delicate one (one person quoted in the book says that the boundaries between the workshop and the temple of nature is inevitably going to be a contentious issue) and has not been fully resolved. However the scientists, politicians, farmers, hunters, activist, philanthropists, and voters of the last century have done some wonderful things to try and help preserve for us large areas of wilderness.

Now we have challenges involving overcrowding, littering, pollution, and a lack of planning- all brought on because we still lack a sense of reverence for nature and our environment. As the author put it:

"The quiet crisis demands a rethinking of land attitudes, deeper involvement by leaders of business and government, and methods of making conservation decisions which put a premium on foresight. With the acumen of our scientists we can achieve optimum development of resources that will let us pluck the fruits of science without harming the tree of life. Once we decide that our surroundings need not always be subordinated to payrolls and profits based on short-term considerations, there is hope that we can both reap the bounty of the land and preserve an inspiriting environment."

I wish that we would all take a step back and reevaluate our opinions and activities in light of an increased respect for the earth and for the future generations that are going to inherit it. Maybe this is all a little too utopian and impractical, but if we are only thinking about here and now how can we claim to be any better than the people who came before us? It is easy to be critical of the slaughter of the buffalo as a short-sighted policy, but are we any better? I’ll let you decide that for yourself.

In Dreams From My Father, Obama wrote of his efforts to understand his family, the leaps through time and the collision of cultures hoping to shine light on the question of identity and race in the American experience.
He described the “underlying struggle between worlds of plenty and worlds of want, between modern and ancient cultures.” He admired those “who embrace our teeming, colliding irksome diversity while insisting on values that bind us together”. And he feared “those who seek, under whatever flag or slogan or sacred text,to justify cruelty towards those not like us.”

The book shows how powerlessness twists children’s lives in Jakarta or Nairobi in much the same way it does on Chicago’s South Side and how quickly despair slips into violence. It discusses how the powerful respond with a dull complacency until violence threatens them and they then use force,(longer prison sentences and more sophisticated hardware) inadequate to the task.

Obama struggles constantly to understand this problem and his place in it. He is now professionally engaged in a broader public debate that will shape our lives and the lives of our children for many years to come.

If he had known his mother was dying so young, he would have written a different book, less a meditation of the absent parent and more a celebration of the one who was the single constant in his life. He shares some of the stories his mother and her parents told him when he was a child. ”

Obama feels we have all seen too much to take his parents’ brief union, a black man and a white woman an African and an American at face value. He says when black or white people who don’t know him well, discover his background they no longer know who he is.

This is the record of a personal interior journey, a boy’s search for his father and a workable meaning for his life as a black American.

Obama says, “I can embrace my black brothers and sisters whether in this country or in Africa and affirm a common destiny without pretending to speak for all our various struggles.”

Much of this book is based on journals or oral histories of his family. Obama says he tried to write an honest account of a particular province of his life.’

Without the love and support of his family, his mother, his grandparents and his siblings, stretched across oceans and continents he could never have finished it
He was born in Hawaii, lived several years in Indonesia, then lived in New York City where he went to Columbia University. In 1983 he was a Chicago community organizer and a civil rights lawyer.

His Aunt Jane whom he had never met called him from Kenya to say his father was killed in an auto accident. His parents had divorced when he was two years old and he had only seen his father for one month when he came to visit Obama and his mother in Hawaii.

When Obama went to Kenya his half sister Auma and his Auntie Zeitumi met him
They took him to meet Aunt Jane and other African family members.

Family seemed to be everywhere in Kenya and Obama found himself meditating on just what is a family He sat on his father’s grave and spoke with him through Africa’ red soil.

When he returned to America he met Michelle, who had been raised in Chicago. After their engagement he took her to Kenya to meet his family there They returned to the United States and married.

This is an absorbing and moving tale of a man who takes a journey to his father ‘s home, where he lived much of his life and died. Obama re-evaluates his relationship with the myth of his father and the meaning of his own life. It is a quiet but intense examination of a man’s past and his son’s attempt to understand it.
Examining his family’s life and thinking about his own, Obama finds a certain relief reliving times and behavior that had slipped into the undifferentiated past and finally arrives at some kind of understanding.

The writing style is exciting, a well written blend of memoir and history. The rich narrative and interesting characters keep the reader turning pages. Obama’s sensual descriptions made the reader feel he is visiting south side of Chicago, Harlem, Indonesia or Kenya. You see the people, hear their voices, taste and smell the food, feel the breeze and smell the ocean.

This is a book I would have enjoyed even if had not been written by a well-known, fascinating man beginning to put his mark on the world.

Ms. Yvonne Perry has written a marvelous book on stem cell research with her volume Right to Recover. It is extensively researched, closely reasoned, and obviously very close to her heart. The book is chocked full of facts and figures and yet it is in a readable style that makes all the dry statistics seem not at all burdensome. When the book comes out in Sept. 2007 I would highly recommend getting a copy and studying it closely for the facts, both political and scientific, included there in. The only trouble with Ms. Perry’s book is that it will probably never be read by the people who truly need to understand its import. Ms. Perry is preaching to the choir in this wonderful volume and, so long as the present administration and its wrong-headed, self-righteous backers are in power, nothing is going to change. Nevertheless, the book is drop dead great.
